Who decides what makes a 'man'?

i see a lot of women degrading men by saying theyre not men...or telling them to man up. im just wondering who decides what a man is? is there a committee of angry, bitter women that get together every 5 years at a mariott conference center and determine what being a man for the next 5 years will be?
